Yes you can. There is no requirement for you to be a citizen, and there is no minimum residency period either.
Marriages conducted in Australia are considered legal outside of Australia with the exception of same-sex marriages.
The changing of your names is not a legal requirement of marriage. However, if you want to change your name let me inform you that it is not an automatic process. To change your name, you require an extended Marriage Certificate issued directly from the Births, Deaths and Marriages Department (which I can help you obtain). Then you will need to complete a change of name application for all your official documents like passport, driving licence and so on. For this, you need to contact those agencies directly. Outside of Australia, check with the local procedures.
Civil Ceremonies require a time of 20 minutes which includes the signing of the Marriage Certificates.
I would say that you need not as you will be completely briefed and ready much before the day of your wedding. We will have a final recapitulation before the ceremony begins to ensure that things go according to your plans and desires. But you can book a pre-wedding rehearsal at an extra charge should you wish for one.

Yes. I have officiated the weddings of many couples from overseas who have come to Australia just to get married. In this context, there are special arrangements that I can make for you to sign your Notice of Intended Marriage (NOIM) in your home country. I will provide you with the instructions and guide you with the legalities. For overseas couples, we conduct our pre-wedding meetings online.
You need to nominate two persons of 18 years and above as witnesses for your wedding. They will sign your marriage certificate. They could be your friends or family and if they don’t speak English, an interpreter must be present at the venue to assist them with the procedures. They need not display any proof of identity and need not even be Australian citizens.
I can help you celebrate your wedding with any venue of your selection-be it on a beach, by a lake, in a garden, at your home, at a function center, on the Harbour, at the Opera House and many other destinations. However, it is advisable to check with the local council regarding the venue fees. If you choose an outdoor venue, alternatively, you also need to decide and book an indoor venue because of unpredictable weather conditions. If you are planning to have an outdoor wedding in the latter part of the day, determine the sunset time to ensure adequate light for the signing of documents and for photography.
